Daniel Park

[ONOS-3801] Implements L3 REST call json parser

- Nullability check for RouterCodec, RoutingInterfaceCodec, RoutingWebResource.
- Copyright fixed.
- externalFixedIps() method in OpenstackExternalGateway class returns the immutable Map.
