The whole lib of ovsdb provides the function of encode to jasonRPC and
decode to Pojo to consumer, the bussiness of coordination of

detected
2. Applies default forwarding flows when a ovs is detected
3. Applies tunnel flows and multicast flows when a VM is detected

The current limitation are
- Lack of unit tests for ResourceManager and ConsistentResourceStore
- No means to declare the resource space (range) of a resource type
- Not taking care of resource hierarchy (dependency)
- Lack of automatic resource registration mechanism
